maint: use to_uchar before isspace in --help markup
oputs_() scans the option text of translated usage strings and passes
each char directly to isspace().  Translated help text routinely holds
bytes >= 0x80, which are negative where char is signed, so isspace() is
called with a value outside its defined domain (unsigned char or EOF),
which is undefined behavior.  Route the arguments through to_uchar() as
done for ctype calls elsewhere in src/.

* src/system.h (oputs_): Pass isspace() arguments through to_uchar().
