read index tag in Info reader and handle tag not being a node name
* info/nodes.c (build_tag_table, get_nodes_of_tags_table)
(info_node_of_tag_ext), info/scan.c (copy_input_to_output)
(scan_node_contents), info/session-cmd.c (info_last_node)
(info_first_node, info_search_internal): add T_IsNode flag and set for
a node.  Replace checks of tag being an anchor by check of not being a
node (and vice sersa) when it is more logical.

* info/nodes.c (get_nodes_of_tags_table, free_info_tag)
(info_node_of_tag_ext), info/nodes.h (INFO_INDEX_LABEL, struct TAG)
(T_IsIndex): read an Index tag from the Tag table.  Set indexname,
added to struct TAG, for Index tag, not nodename.  Free indexname.
Handle Index tag in info_node_of_tag_ext like an anchor tag.

(tag_of_reference): check if a tag has a nodename to find a node or
