Fix DLT_PFSYNC definition on QNX 8.0.

The interface exists by default, this is how testprogs/findalldevstest
sees it:

pfsync0

Before:
# tcpdump -i pfsync0 -L
Data link types for pfsync0 (use option -y to set):
  DLT 18 (printing not supported)

After:
# tcpdump -i pfsync0 -L
Data link types for pfsync0 (use option -y to set):
  PFSYNC (Packet filter state syncing) (printing not supported)

Add QNX and MidnightBSD to the comments and explain why the "everything
else" case does not just test for !defined(DLT_PFSYNC).
