hsts: normalize trailing-dot hostnames
* src/hsts.c (hsts_canonical_host): New function.
  (hsts_find_entry, hsts_new_entry_internal, hsts_store_entry): Use
  canonical HSTS host keys.
  (test_hsts_url_rewrite_superdomain,
  test_hsts_url_rewrite_congruent): Test trailing-dot hostnames.

Treat terminal DNS root labels as aliases when applying HSTS policies.
