   * tta/C/main/translations.c (translate_string): remove the _WIN32 special case, the locale-h gnulib module should define LC_MESSAGES and setlocale.  Also the setenv gnulib module should call the right Windows function.  Report from Bruno and Eli.
   * tta/C/main/translations.c (switch_messages_locale): add a special
   case for _WIN32, do not call locales, instead also try a fr locale.
