   npf: don't empty or check the type and precision lists inget_ts_support().
   They're empty when get_ts_support() is called, as it's called after
   we've allocated and initialized the pcap_t in
   pcapint_create_interface(), so we don't need to empty it if the attempt
   to open the NPF device fails, and we don't need to check whether it's
   empty before checking for nanosecond-timestamp support.
