    pcap_open_dead(): set all the FDs/HANDLEs to an invalid value.
    As noted at
    https://github.com/the-tcpdump-group/libpcap/pull/1744#issuecomment-5649900420,
    pcap_fileno() and pcap_get_selectable_fd() return 0 for a dead pcap_t.
    Set them to -1, instead.

    Do the equivalent for Windows.

    Add a new test program to check whether the return values in question
    are as documented.

    While we're at it, have pcap_fileno() return -1 rather than PCAP_ERROR
    on Windows if the HANDLE is invalid, as the return value is either a
    descriptor or -1.
