    ws: collect the whole PING payload before the automatic PONG
When the payload of a PING frame arrived in more than one piece, the
automatic PONG only carried the last piece, and the earlier pieces were
handed to the application as PING data, even though auto PONG is on and
PING frames are otherwise never given to it.

Collect the payload in a 125 byte buffer on the connection and send the
PONG once it is complete, in both the callback and curl_ws_recv() paths.

Add test 2724 (curl_ws_recv, split by CURL_WS_CHUNK_SIZE) to verify.

    ftplistparser: do not take the newline after the "total" line as a file type
Since e83e8c30a8 (8.14.0) a UNIX style listing that starts with a "total
N" line fails with CURLE_FTP_BAD_FILE_LIST, because the newline that
ends that line falls through into the file type state and is treated as
the first character of an entry. Break out when the total line just
ended and start the next line normally.

Test 1719 lists a directory with a leading total line through the
wildcard matcher.

    multi: do not set transfer timers when failing before DO
When a transfer fails before a request is sent (resolve, connect or TLS
handshake error), it jumps directly to COMPLETED. Since fbcf10ab8,
entering COMPLETED from a state before DID sets the PRETRANSFER,
POSTTRANSFER and STARTTRANSFER timers, which made `-w` and
curl_easy_getinfo() report times for phases that were never reached.

Only backfill those timers when coming from the DO phase, where the
request has started (e.g. an FTP RETR that gets a 550 response).

Add test1698 (connection refused), test1696 (TLS handshake timeout) and
test1697 (successful transfer still reports the timers).

    ws: keep the received frame in the decoding writer
curl_ws_meta() looked up the connection's websocket in its meta hash on
every call. An application that calls curl_ws_meta() for each frame in
its write callback, as it must to learn the frame type, paid for a
string hash and compare per frame.

- let the decoding writer keep a copy of the frame it passes on to the
  write callback, updated together with the websocket's own
- let curl_ws_meta() return that copy when the transfer has the writer,
  and fall back to the lookup when there is none

The writer holds nothing owned by the connection, so its lifetime does
not depend on the connection's. With CONNECT_ONLY, curl_ws_recv()
updates only the websocket's frame, so curl_ws_meta() keeps using the
lookup there.

    ftp: stop sending QUIT
Sending QUIT before disconnect was always a challenge. It is done
blocking in curl and it was already avoided if the control channel is
suspected to not be okay. Servers need to deal with this situation.

In the late 1990s there was at least one FTP server that died when curl
disconnected without QUIT, but chances are those servers are long gone.
