   mdlinkcheck: pass `--retry-max-time` to avoid server-controlled long retry times
   A server returning `retry-after:` header with a high value could make
   the job effectively hang a timeout. Fix it by limiting the retry delay.
   
   Seen with `retry-after: 900` returned by
   `https://ipfs.io/ipfs/bafybeigagd5nmnn2iys2f3doro7ydrevyr2mzarwidgadawmamiteydbzi`
   and `dweb.link` URLs.

   Smaller differences may not be consistent across all runs. Intel and.
   arm64 are pretty close for some tasks, and arm64 clearly faster in some
   others. In general, with current machine loads, arm64 is generally
   faster. Also, compared to earlier this year, arm64 now uses the same
   Ubuntu mirrors as Intel, so this is no longer causing job time
   differences.
   
   Also:
   - cmp-config.pl: adjust exception list for arm64 targets.
