GHA/linux: move GCC analyzer to the 2nd valgrind slice
The 2nd slice completes faster than the 1st; use that room to run the
GCC analyzer, leveling off the two slices and making the 1st slice
finish earlier.

dnscache: check hostname on lookup
Since dnscache keys may truncate hostnames longer than
`MAX_HOSTCACHE_LEN`, re-check the hostname of a found entry on lookup if
it is indeed for the intended peer and ignore it otherwise.

conncache: never discard a connection still in use
Discarding a connection still in use by transfers is a programming
error, regardless if the connection has been aborted or not.

Deny that unconditionally to not risk use-after-free issues and
add a DEBUGASSERT() to catch this mistake.

test/servers.pm: restrict h2/3 port reuse
Tracked down the spurious failures with HTTP/2+3 with runtests.pl that
show nghttpx refusing to start when the port was already in use.

Add reuse flag to `getfreeport()` to mitigate this. Disallowing reuse
for h2+3.

GHA/http3-linux: bump to gnutls/nettle 4.0
- adjust nettle install paths (`lib64` -> `lib`).

- disable NTLM for GnuTLS jobs. Not supported by nettle 4+.
  Adjust minimum required tests.

- put `4.0` in quotes in YAML to avoid parsing it as `4`.
  Why Renovate bot does not do this, I do not understand.

Also:
- drop HTTP redirect for nettle download URL.
- drop obsolete `--disable-guile` GnuTLS build option.
