   GHA/windows: enable MSYS2 cache for MSVC Intel Win32 job
   Cost is one new cache entry, 26MB. Benefit is one MSYS2 init step faster
   by ~10 seconds.
   
   It was already enabled for the ARM64 Win32 job.
   
   Update the logic to enable caching for jobs running tests, which need
   Perl and Perl benefits from caching. (Something to review when
   introducing new MSVC jobs.)

   Hash init functions always return success (1). Stop checking the result
   in one outlier case (MD5), syncing with the rest (MD4, SHA256).
