    GHA/windows: suppress MSYS2 deprecation warnings in dl-mingw jobs
We keep using them till possible, then possibly drop the dependencies to
keep build-testing curl with old GCC + mingw-w64 releases and 32-bit
Windows. It's also an option to bump requirements.

    GHA/windows: reduce MSYS2/Cygwin builds
Cygwin and MSYS2 are converging and technically they are the same
things, with different packaging, perhaps at different versions. Reduce
the 6 jobs to 4, and reduce test runs from 4 to 2, while keeping
variations.

Saving ~13-14 minutes CI time.

    test5018: replace literal log dir with macro, to fix `runner.pm` Perl warning
Reproducible with `TFLAGS='5018 -j2' ninja tests` using httpsig- and
debug-enabled builds.

    Revert "tool_operate: set stdin non-blocking unconditionally"
This reverts commit d745b13cad63a13ebd1926a402944fdfe0a0022f.

Setting stdin as non-blocking unconditionally caused it to affect future
shell commands. There is probably a way to fix it but I think this needs
a rethink. For now we revert.

    cmake: enable C++ library for GCC in AWS-LC/BoringSSL static builds
Before this patch it was only enabled for clang. To allow building curl
against default BoringSSL builds (building static libs), with GCC too.

Also: break out C++ library name into a variable.

    GHA/linux: build and link BoringSSL statically
BoringSSL builds static libs by default. Switch to this default and
adjust curl build options to link with it correctly, with default GCC.

Slight downside is that libcurl must be built statically also, to avoid:

(libcurl is already built with `-fPIC`.)

BoringSSL remains built and linked as shared library in GHA/http3-linux.

    multi_ntfy: recheck callback on dispatch
Since a callback might unregister itself in a call, check
the presence of the notify callback every time when looping
of the events to dispatch.

Removing the callback during dispatch will then simply clear
all notification chunks.
