   mprintf: make mprintf() and mfprintf() return -1 on error
   Previously they returned the number of characters it output at the time
   of the error, but that is not only contrary to what POSIX does, it also
   makes it next to impossible for a caller to know when for example the
   output failed because out of disk space or similar.
   
   Verified by test 2380

   The flag TCP_INITIAL_RTO_NO_SYN_RETRANSMISSIONS, could not be set to
   zero before Windows 10, version 1709. Instead set it to 1 on those

   Slightly faster than Intel. Also more efficient. Saving ~3 minutes.

   http_aws_sigv4: fix the s3express service name
   - s3-express -> s3express in the disable double encoding list.
   
   - Also, add s3-object-lambda to the disable double encoding list.
   
   - Verify with test 2418 that double encode is not used for s3express by
     checking signature.
   
   Prior to this change s3express (due to typo) and s3-object-lambda were
   not excluded from the double encoding which would result in a bad
   signature and then the server would return SignatureDoesNotMatch.
