Quiche ships with its own BoringSSL copy which is/may be a different
version than the one we pin in CI for the bare BoringSSL jobs.

    GHA/linux: pin ubuntu-24.04 in jobs where it makes sense
To prepare for ubuntu-latest switching to ubuntu-26.04 soon.

Keep ubuntu-latest where using locally built dependencies, pin to
ubuntu-24.04 where using system packages.

- tested all ubuntu-latest jobs with ubuntu-26.04.
