    appveyor: disable browser/OS auto-updates to improve build performance (cont.)
The previously made changes did not prevent browser upgrades completely.
Some processes launched later anyway, some others were already running
and not killed.

Also:
- disable by renaming instead of deleting. This works if the process
  happens to be running (again) while running the command.
- drop dealing with system updates and Scheduled Tasks. The amount of
  undesired work they do seems minimal (hard to tell for sure), to
  justify the potential fragility of it. (It also did not work, as done
  before this patch).
- merge taskkill command into fewer invocations.

    parsedate: remove condition that is always FALSE
Because the string passed to checktz() always contains letters that
satisfy ISALPHA(), skip a check that therefore never evaluates true.

Update test 4781 accordingly.

    socketpair: revert support for Apple `pipe2()`
To avoid a static linkage issue when using SDK 27 while targeting old
macOS versions (such as macOS 12). Maybe something to revisit in the
future when we either understood how to support this cleanly, or enough
time has passed that support can be enabled without causing fallouts in
real-world senarios.

Adds connection filter control `CF_CTRL_MAINTENANCE` which filters can
implement for doing whatever they think falls under the topic.

multi.c: for transfers on multiplexed connections that are rate limited,
trigger connection maintenance.

cf-ngtcp2-cmn: implement `CF_CTRL_MAINTENANCE` to perform ingress and
egress processing.

    transfer: add Curl_xfer_try_send()
The commonly used Curl_xfer_send() returns CURLE_OK the written length 0
on a blocked send (the underlying calls return CURLE_AGAIN). That was
done because many protocols are not prepared to handle CURLE_AGAIN as a
non-error condition.

This fails when just an EOS indicator needs to be sent, as the caller in
request.c assumes that the EOS has been handled when that is not the
case.

Add Curl_xfer_try_send() that returns CURLE_AGAIN, so request.c does not
make wrong assumptions.
