   windows: document toolchain support for some macros
   The oldest MS SDK I checked is 6.0A (VS2008). Versions are approximate
   beyond 7.1A. I only have two Win10 SDKs to verify:
   10.0.16299.0 (VS2017-15.4) and 10.0.22621.0 (VS2022).
